This action figure was part of the Toy Biz Spider-Wars collection released in 1997 (apparently based on the Spider-Man animated series). The figure of Dr. Strange is nicely detailed, with a removable bendable "morphing cape".
The above figure has a rare variant green painted demon head inside the orb on the red stand! All of the other sets we have seen have a plain yellow non-painted demon head.
